Putin appears to have decided to call an end to the war on the Russian side:

It seems to me the buffer only applies to the parts of Russia being attacked by Ukraine, rather than an end to the war. I suppose Russia would like to call an end to only the part of the war where their own territories are being counterattacked.

I think Putin considers the results of the war thus far to be Russian.
