Apparently this guy has plans to jump off a cliff in order to kill himself.

I think once caught he should be accommodated by being placed near a cliff with at least a 50 ft drop onto jagged boulders. A little physical encouragement might be beneficial.

Just to put things into perspective, in 1976 my Staff Sergeant supervisor (with a Top Secret security clearance) was arrested in the barracks for trafficking pornography and other contraband.   He was a real sad sack and one of the last draftees in the all volunteer Air Force.
