Govt must not give preferential treatment to any race over any other race. No more casinos for indians. No more minority low interest business loans, hiring quotas, affirmative action, etc, for blacks.
If they are on tribal land they can have casinos. Most regulations are state when it comes to that and something on tribal land does not fall under state regulation.
Federal regulation is another thing.
