“Can he be removed by vote?”

Trump cannot fire him. He can resign from office of his own volition. Or, Congress can impeach him for “high crimes and misdemeanors” followed by a Senate trial and vote to remove which is highly unlikely.

Unless Congress changes the term of office, or gives the president firing power over the position, Trump is stuck with this department head.

These effers are so damn clever! What other minefields did they plant along the way? Don’t expect quick confirmation if Trump has to depend on a FJB appointee to get the process rolling. And to think this POS has five freaking long years to obstruct any of Trump’s candidates. They are going to drag this out as long as they can. Schumer and the rest of the evil cabal already know exactly what tripwires they have planted to stifle trump’s momentum. My God it’s gonna be the same shit for four long years. These asses think of nothing but destruction and evil continually.
