I’ve always found DC people to be like that for the most part.

My BFF lived in NW DC for several years as a young adult until she got married. I visited her on occasion. I found doing normal things like greeting the counter person upon entering a convenience store was often met with nervous suspicion. Smiling or saying “hi” to people as you walked by them on the street freaked a lot of them out.
