This is similar to the homeless con. Rats create policy that encourages bums. Friends of rats get big gov contracts to “service” bums with everything from food to medical care. Friends of rats funnel portion of contracts back to rats. Homeless problem gets larger and larger, so do the profits for rats and friends of rats.
