Yes, evacuation of an area the size of circle over a mile in diameter seems a bit extreme.

Doesn’t make sense. They are dumbing it down. Why would someone bring a box unless hey knew what was in it? I would have opened it first.

*Speculation since it was a recycling yard and a cutting torch could be at hand as a tool.
