Sounds like undercover civilian volunteers with negotiation abilities. They could even be on the payroll. They probably have firearm permits seeing how they are doing something dangerous the police can’t even do.
I did dorm guard duty for a different flight in Basic Training. Near the end of my shift, it was time to wake the next guard, who was in the flight I was guarding. I said “Wake him up,”.and a couple of the guys said “Um...you don’t understand. We’re afraid of the guy.” The dude had showed up at Basic with a bunch of rock climbing gear. and canned dog food. When the TI asked him why, he said “Dog food good for muscles.”You probably know the drill...nobody is responsible for their actions within 30 seconds of waking up. I roused this guy, and he stood up. Dude was tall, and clearly nobody was home. Kinda spooky.

The way the story reads, it sounds like Robinson was still inside the car. So was the officer standing next to the car, at the driver side window? Then Robinson reached for the officer’s gun? Then the other police shot Robinson?
So, this man, sitting in his car asleep, woke up and reached out the window and all the way to an armed police officer and.... tried to take his gun ? How long was this guy’s arm ?
