I assume they mean a Justice member. Justice Thomas is assigned the Eleventh Judicial Circuit which is the Circuit which includes Atlanta. Would this mean that Justice T granted the extension? I'm not sure. But, I would think a request for an extension means Willis is not sure of her response.
Also, I wonder what type of "other commitments" is interfering with her response.
