If he really did it, then he caused serious harm to the people of Germany.

If his government was behind it, shouldn’t that mean NATO should declare war on Ukraine?

Yes, the Ukrainian government could indeed claim it as a legitimate act of war. It hasn’t chosen to do so, so far, but when it does it will have a sound argument.
