He is anti-police. He watches for them to break the law and then harasses the PD about it.
(Devil's advocate) Sounds like he's anti lawbreaking. What's wrong with that?
May be anti-police but could be that he is tired of hypocrisy of police breaking the same laws they enforce on others. As examples I have seen online, police personal cars parked on sidewalks because rather than in legal spaces or in garages as others in New York are forced to pay for. If a civilian did the same, police would ticket and tow the cars. Having a badge is not a license to break the law.
