This is because it is dark for around 16 hours a day and when the Sun does appear it is weak and usually hidden behind thick cloud.Sound like Cleveland.

There are a couple big ones like in the photo about 30 miles from here. Central Wisconsin. What a waste. It’s dark almost all winter, with 7-8 hours of sunlight, lots of clouds and snow. They should build them in cities on top of buildings. NIMBY.
Same with wind farms, they are out in the country. A couple good tornados is all that’s needed. Again, put them in the cities on top of buildings. I know the the people are getting paid a lot of money to have them on their properties. That’s the only why they’re there. Ugly. They don’t care. NIMBY

The U.S. is the second-largest carbon dioxide emitter, contributing about 13.5% of the global total. China is number one: 29.18% and they will increase their emissions without limits.

The solution is right there in that sentence. Duh!
Just get the sun to shine longer in the winter, and get it to shine stronger, and blow away the clouds so they don't block out the sun. Duh! again.
If humans are powerful enough to control the climate, then, we can surely control how long the sun shines and how strongly it shines. Duh!, once more.
Or... Go conquer Africa once again, and mover everybody in the UK there, where the sun shines 24/7/365 and never rains.
