How did the gunman know which roof was left unguarded?

My guess is he checked out the venue many times and chose his favorite spot. When he got there, on the day of rally, even he wasn't sure his first choice would be unguarded. It was, and he green lighted himself.

How far ahead of the rally was this venue publicly announced for this kid shooter to go check it out may times?
