3. Define clear criteria for evaluating commanders of different levels, fairly assess achievements, change people’s positions or assign them tasks in accordance with their level of competence, and explain the logic of their personnel decisions.

4. Organize a headquarters and appoint a chief of staff to ensure an uninterrupted process of combat management without manual control, both at the brigade and battalion levels.

5. Establish and strengthen cooperation and harmony in all service branches, attached and adjacent units, volunteers, and civil society organizations.

6. Do not lie in reports to management and do not tolerate lies in reports of subordinates, and punish and dismiss for lying.
