It’s not without precedent that a VP or President goes to govern a state.
You have to go to war with the military you have, not the one you want.

In Congress he was on the Committee on Foreign Affairs, Subcommittee on the Middle East and North Africa and Subcommittee on Terrorism, Nonproliferation, and Trade.
