More nonsense from Kalifornia.
These are very annoying - our company pool cars had them and they would screech as soon as you hit 74 mph. Also dangerous as there are times when you need to punch up to pass slower vehicles.

Japan used to have those warning bells that started ringing at 100kph (60mph).
Used to drive me nuts, and there was a black market where shops would disconnect them and then reconnect them before inspection, which was every year for older cars.
