Seems the detectives were a bit clueless or at least did not expect to find he was a serving officer...

Important part here:
He should “never have been an officer” an inquiry found:
—
Last week, an inquiry chaired by Lady Elish Angiolini said Couzens should never have been given his job as a police officer and chances to stop the sexual predator were repeatedly ignored and missed.
Lady Angiolini said “without a significant overhaul, there is nothing to stop another Couzens operating in plain sight.”

Some time ago there was a great, great BBC crime drama series called "Inspector George Gently". He's a former Metropolitan Police officer (meaning London) who got sick of London moved up north...hundreds of miles (and about a century) from London. One of the main plot themes to his episodes was inept and/or crooked cops.
Outstanding series...and maybe more real that was originally thought.

Interesting. Maybe his fellow inmates will deal with him.

Th3y just caught the golden state killer who was a cop too- (I think that was the title they gave him)- it was a cold case for decades, but he was finally caught by DNA profiles- he terrorized California for a long time.
