President Trump sanctioned Nordstream 2 to the fury of Putin and the WEF EU. Biden lifted the sanctions. Whatever happened later really doesn’t matter because Russia’s genocidal invasion of Ukraine has made the pipe politically dead. It was never going to be used.
The U.S. destroyed the pipeline so Germany would have no reason and no capability to cut a deal with Putin after the invasion of Ukraine. I don’t think anyone who knows what’s going on behind the scenes even disputes that.
