NONE of them mentioned anything about being old or having a bad memory. All of them carried penalties of a minimum 5 years (now 10, IIRC) and hefty fines.
The gravity of his reckless handling can be summed up in the description about what Top Secret information is: “information if released that could cause exceptionally grave damage to the US.”
