There is an internal struggle in Iran. Not everyone wants to go back to the Stone Age.
Younger Iranians desire freedom and embrace western lifestyles, clothing and thought.
Go look at the pictures of Iran and Afghanistan back in the 70s. Women went to the university and were educated just like the men. It looked like any normal western university. No head scarves or burkas....

It is fundamentally a Sunni vs Shia thing, but Iran has been at war with ISIS in Iraq and Syria for over a decade, and ISIS has conducted a number of terror attacks in Iran, the most recent last August. And they particularly hated Soleimani, as he led Shia, Kurd and Syrian forces fighting ISIS. ISIS attacking a memorial for Soleimani is not unexpected.
