From a Thermodynamics standpoint, the highest quality power is electricity or a spinning shaft. Using electricity to make low-grade heat via electric resistance is about the dumbest thing you can do, Thermodynamically.

TRUE, please explain the coefficient of performance (COP) of a heat pump, air-air, and water-air????

All economic activity requires energy consumption. Wasting large amounts of limited energy resources on heat is both bad for the economy and the environment. Energy should instead be powering factories, with the workers using the waste heat that is otherwise no longer useful.
