Maybe Newsom could appoint a horse to the Senate. Nice idea. My idea is that he holds a raffle. Raffle tickets cost $1,000 and are open to all California citizens (although he would open it to illegals). California Lottery officials manage the scam, oops I mean the scheme, and winner is appointed interim senator. Money officially goes towards schools, although it'll be diverted anyway to Newsom's pet ideas.
