I think he’s authorizing the mobilization of up to 3K troops. Doesn’t mean that many will be called to AD. Hell, this late in the FY I’d be surprised if there’s enough money left to do half that.

But if they’re ‘reservists’ and being mobilized they’re dropping what they’re doing and showing up at their respective duty stations, aren’t they?

Maybe not deploying anywhere, but won’t they be on some type of AD orders? Someone has to pay for those hotel rooms, meals, etc.
