Think of it this other way—they aren’t permitted to infiltrate domestic organizations or domestic events unless criminal activity or planning are reasonably suspected to be taking place. At some point they would also need a judge to authorize or supervise abject spying on U.S. citizens, no?
One would think so - and hope so.
