Actually they were called off the case by the DOJ. One of two reasons, no criminal coming (probably likely). They asked for replacements (not likely as none were called in).
IOW, there will be a tax payment, no criminal. The threat of Bidet pardoning him loomed plus even with pardon, the civil tax case would proceed anyway. These scumbags know all the options, always.
