Bush gave the Democrats new taxes. During Bill Clinton's midterms, Republicans took control of both Houses of Congress for the first time since the 83rd Congress in 1955. That's when Newt Gingrich brought forth his Contract with America. George W. Bush gave us Homeland Security and gave the Democrats the TSA, and allowed them to be unionized. Democrats held up the authorization of the TSA until Bush rolled over and let them unionize. The last two years of Bush's second term, Democrats controlled both Houses. During Obama's last two years of his second term, Republicans controlled both Houses.
