He didn't think he had the power, he had the power and chose not to declassify part of JFK documents after he announced he absolutely would release them all. Someone with power convinced him otherwise. We likely will never know who the real power behind all the secrets is but it is not us, it is the corrupt government that has that power and they don't share well.
