Florida law currently states that “No officer may qualify as a candidate for another state, district, county, or municipal public office if the terms or any part thereof run concurrently with each other without resigning from the office he or she presently holds.”

Doesn’t say anything about a candidate for a Federal office.

Beyond the law its the basic principal.

Being the governor of the 3rd largest state isn’t a part time job. If he is going to spend the next 18 months running for president he should resign.

True, since the law says: “No officer may qualify...” but the state of Florida has no authority to say who qualifies for the office of the Presidency, so the law is moot as far as that’s concerned.

It does. It says he CAN run, but will need to resign before taking federal office.
