Influenza pandemics occur when an Alphainfluenzavirus whose normal hosts are wild aquatic birds undergo reassortment with other Alphainfluenzaviri that already are present in human hosts as well as the wild aquatic birds, enabling the new Alphainfluenzavirus to cross the species barrier and infect humans.
The virulence is due to the fact that it is the initial infection into a new species that has no immunity. The first outbreak is the most severe, with subsequent outbreaks becoming less severe as the species develops natural immunity.
In the case of a lab created virus such as the Wuhanic Plague, the use of a an existing virus already widespread in the human population as a delivery vehicle allows the attached payload of a deadly virus from a different species to infect humans, despite the fact that a significant percentage of the human population may have natural immunity due to previous exposure to the delivery vehicle virus.
Fortunately, the resulting Franken-viruses are very fragile and begin to fall apart as they reproduce with a time constant measured in weeks. Absent additional human manipulation there is no way for such a virus to mutate to something deadlier.
