The migrants were from Central and South America according to the news report. Since they were in Juarez, adjacent to El Paso, they were likely to cross the border. The Mexican government was doing what the American government won't do.

ok. i’ll answer my question. they were there because the American gov’t and elite ruling class invited, encouraged, even demanded that they come here to America. where they happened to stop along the way was completely incidental to the reason they are coming it was just a weigh station for them.
