If the objective were to 'stop gun crime' then they would put CRIMINALS in jail.
Instead, they allow the gun crime to persist, so they may have an excuse to DISARM LAW ABIDING CITIZENS.
It is the same reason they don't follow up on leads on people who threaten to commit these crimes.

Of course Biden wants to pass more gun control. They really need those guns out of the hands of the law-abiding, American-loving people.
And yet the Philadelphia D.A.’s office said “We do not believe that arresting people and convicting them for illegal gun possession is a viable strategy to reduce shootings”.
