He’s already said nukes are NOT off the table.

Does anyone believe he would say “Gosh I am about to lose, but I can win if I nuke the place... but no, it would be wrong of me to do that. I’ll just accept the loss”

Ridiculous to claim that since the world is "inspired" by the Ukes, the Rooskies have lost. But let's see if some added context helps. Here's the larger quotation:
Ten days from now is the one-year anniversary when Russia brutally, illegally and a completely unprovoked way invaded the sovereign nation of Ukraine. As the secretary just pointed out, Putin thought he could defeat Ukraine quickly, fracture the NATO alliance and act with impunity. He was wrong. Ukraine remains free. They remain independent. NATO and this coalition has never been stronger. And Russia is now a global pariah. And the world remains inspired by Ukrainian bravery and resilience.

In short, Russia has lost. They've lost strategically, operationally and tactically. And they are paying an enormous price on the battlefield.

Coming from the Chairman of Joint Chiefs of a country that hasn't won a war in decades. I'm guessing Madame Milley doesn't have a clue about "winning".

I agree, Russia has already lost. It’s just a matter of time before they are pushed out and leave with their tails between their legs.

There's no strategy that doesn't involved NATO combat troops on the ground that would return Ukraine's pre-2014 borders.

Like many princely Joint Chiefs heads and former military general Secretaries of Defense from the recent past, Milley is under the illusion he is Secretary of State and sucks at soldiering. Most likely the troops sharing a fox hole with him would toss his pompous ass out of the foxhole. We have a long line of such pompous princes from Haig through ex Sec of Defense, tame dog Mattis, and Milley.

I really hate saying this but if Putin wants to win, that is eliminate organized resistance, and he has the support or at least the acquiesence of 150 million Russians then nothing the Ukies can do will prevent their defeat.
I realize Speedy won’t agree and Kazan will take great pleasure in this outcome, but this is my spectator’s opinion. The best outcome I can see is that the Ukies bleed the Russians in such a way that future adventure in places like the Baltics and Poland are no longer in any Russian’s mind.

Tactical nukes would be “cleaner” than what Chernobyl did to Ukraine. Putin is going to get to a point where trying to save the buildings after a win isn’t worth it anymore to get the buffer he wants. Maybe Putin will try to go for more land (probably won’t bother at this point) which has been the justification for the current defense of Ukraine but he hasn’t telegraphed those intentions.

Milley has about 200 days left as Chairman of the Joint Chiefs of Staff

So I expect his bullshit will increase in his remaining time, as he prepares for a new job in the Defense industry and/or Wall Street, as nearly every retired Chairman has before him.

After my dad service USArmy WW2, He only wore the badges from unit he was serving in. He kept his 5th Army insignia but 7th Army on his uniform. Looks like Milley was wearing 101st ( he was in 101) but also Ranger emblems.
