Fit an incendiary rocket on a jet and hit the balloon. Then you get most of the tech intact.

Apparently a few years back a shootdown of a weather balloon was attempted and 1000 rounds of cannon fire didn’t do the trick. Granted we don’t know how many rounds actually contacted the balloon, but if the shells just pass through, they might not have much effect. Kinda like trying to substantially damage a 10 cubic foot foam ball with a .22 firing FMJ. Or the Japanese in WW2 shooting armor piercing shells at our “tin can” boats — the shells just went right through.
So, yeah, try to melt half the balloon, or, create lots of shrapnel in a conical burst to miss the payload. If we had such, a laser cutting beam could work, too.
