It's interesting that the Chinese would apply a so seemingly vulnerable method of transporting spying equipment potentially providing an opportunity for the United States to retrieve it for a thorough analysis of the technology used. Unless, of course, the Chinese anticipated this in advance and took measures to prevent that from happening.

I think it’s low cost way to catch sight of American’s military and industrial bases and gather information. It is unlikely that there is any valuable technology on that balloon, so no great loss when it becomes lost.
