Sounds like Xi will accept the diplomatic risks to get the information the balloon sent. Info sent back in real time to China. So the longer it was up the better, for Xi. Why was this thing allowed to drift and take photos so long?
Another possibility is releasing chemical agents. Hell, China got away with infecting the world they are feeling their oats.
