You forgot to list “foreign nationals”. Fetterman’s wife is a Brazilian national, not an American citizen. Amazing, under our perverse laws, she can serve in the U.S. Senate in his place.
If she is his wife, then she is an American citizen.

Out of curiosity I looked it up. Gisele Fetterman became a citizen in 2009. She meets all the qualifications to be a US senator.
But she is not natural born. So she cannot be president. Poor Gisele.
