They are blindly sent to every address and not to people? That can’t be right
They’re sent out to everyone on the voter rolls. Problem is, those rolls tend to still have people on it who moved away or died.
CA, CO, HI, NV, OR, UT & WA do this mass mailing out of ballots to everyone on the voting rolls.
