It would have to be the new governor, since technically there is no vacancy as long as the existing Senator is still serving.
The vacancy won't occur until the new Senate is sworn in and Pennsylvania is short a Senator.

I would guess a lame duck governor still retains the power to replace a state senator. But if he can do it before a senator-elect is sworn in, idk.
