About time what? That Putin again target almost exclusively civilian targets?
All in retaliation for (assumed) Ukraine blowing up part of his big bridge (well-documented use for transporting heavy arms/equipment/supplies for the Russian occupiers). The blowing up of the bridge was carried out at night - when traffic was minimal (if Ukraine was doing it for terrorist impact - would they not have carried it out with maximum traffic flows?).
