Back in the late ‘70s early ‘80s Maryland was trying to curb their traffic accident issue by writing a whole lot more tickets.
The federal government took notice and said “you’re writing a lot of tickets don’t you have your highways under control” and they threatened to stop their Federal Highway money because it on paper it looked as if they didn’t have control of the situation.
Knowing maryland the ticket writing had a whole lot more to do with extorting money from the citizens than it did to do with wanting to reduce traffic accidents.
