The case is closed.
She provoked a situation, but the statutes of limitations apply in every crime except murder.
She did not murder anybody, even if it could be argued that she provoked somebody to murder.

The woman probably remarried, changed her name, or died. This vengeful dude needs to let her answer to her maker and cut out harassing a bunch of seniors in nursing homes. The nursing home should have ejected this jerk before he ever got started there. They failed to protect the old folks in that home.
