My guess (and it's just that) is that Willard is trying to attract disaffected Dems and GOPers for a MOR (Indie if he doesn't get the GOP nom) run.
Problem is, he's a proven loser, and although he would never attract enough votes to win, he might get enough to do the full Perot and give the 24 election to the Dems.
All guesses, but I would wager my allowance (if I got one) that he is angling for a 24 POTUS run.
