Why?
Give it time. It is tough to move a legal entity and takes time, lots of it. Chevron is comprised, no doubt, of hundreds of legal entities that also have to move with it.
Because that’s where all the head-honchos live and they don’t want to move. They make enough money that whatever it costs to live in California they aren’t bothered by it or maybe there’s something in their compensation packages where the company picks up the tab.
They probably don’t want to be targeted while they wind down operations and “Chevon moving HQ to red state” puts a huge target on their back. Once everything is sold they can just turn out the lights at the leased space and skedaddle.

If business conditions improve in California, they may very well stay put.
If business conditions continue to decline? Who knows what will happen in the future.
How many think business conditions in California are about to improve?
Yeah, the title is deceptive. The headquarters are staying in San Ramon, just changing buildings
