Over 100 years ago, Catholics created the parochial school system as an alternative to public schools. It worked great for a long time. Several problems developed.
First, liberal forces within the church diluted and contaminated the product, and it took at least one generation of poorly catechized students for the parents to figure it out.
Second, s sharp decline in religious vocations increased the cost and weakened the product. A layman just doesn't have the same force as Sister Mary Aloysius.
Third, where there are government benefits attached (e.g. school lunches, book subsidies) there are strings, and the schools for in line quickly to keep the subsidies. Where they don't take the benefits, regulations may still cripple them (e.g. "Safety" as in COVID, etc.)
But yes, what you describe is already happening. So we have Traillife, Troops of St. George, parish libraries, homeschool co-ops, Christian sports leagues, etc.
I am happy to look to the Amish and the Orthodox Jews and adapt what works for our needs. It is tricky, and there are lots of false starts, patience is needed, and charity towards the people you work with to form the associations.

My niece’s grandson is involved in a Troops of St. George group. He and his Dad went camping over the past weekend and they always have a great time together whatever activity they do. It is a great new program for those who no longer trust the Boy Scouts’ situation.
