How do you conclude this? He’s demanding they prove the value of the company (e.g., real vs fake accounts) and will likely adjust the buy price accordingly. The company made representations that the now need to prove.

IMHO Elon Musk isn’t trying to buy Twitter, he’s trying to wreck it. And good for him. He knows for a fact that a large percentage of postings on Twitter are from bot accounts and got the board and CEO/CFO on record claiming it’s less than 5%. Once that fact is proven and their leadership is caught in the lie, he can sue them into oblivion.

false reports of events unfolding on the ground in the midst of a conflict; and false claims about the use of weapons. How often is “officially reported” information that is either intentionally false or wrong due to the fog of war turn out to be wrong. Now Twitter is going to try to determine what is correct or incorrect and have to trust official sources?
Basically they are readily acknowledging taking sides and spreading that propaganda.
