Mothers are legally empowered to do that either without the knowledge of the fathers of the babies or over the objections of the fathers of the babies.
Most of the fathers of the babies would be happy to very capably raise their daughters and sons on their own, and would do great at that, and simply need the feral mothers to stop slaughtering the babies.
