Can’t speak for Saddam, but correct regarding Assad. He had nothing to gain by using chemicals, as he was kicking butt, thanks to the Russian help.
It’s just the typical Western means to ‘justify’ bombing others, we did the same in the former Yugoslavia, and there have been plenty of False Flags in this war, although none (so far) claiming Chemical Weapons - although that could change if it gets much worse for Ukraine.

Saddam’s used of chemical weapons gave been well documented by the Kurds themselves. First in Halabja and then shortly after the first Gulf War to kick Saddam out of Kuwait.
The question is this — did Saddam suddenly see the light and quit developing chemical weapons? Or did he move them out of sight?
All I know is the inspectors could not find any.
