You traffic dangerous drugs, you get tried and executed in Singapore. Been like that for decades.

Not only that, but this sign or one like it, is posted at every port of entry into Singapore:
I am unsure if it is in multiple languages or just English - but it's not like they're not giving fair warning before you enter customs.

I think in the late sixties (Vietnam war era)....they had various Americans in the Army with low IQ, and that didn’t seem to be a big deal.

Low IQ is NOT “mentally disabled’. An IQ of 69 might not be, but one low enough would almost certainly qualify one as being mentally disabled.
What that number is is beyond my area of expertise.
