Colorado could not function without special districts. We have too many small towns and unincorporated areas. Many fire departments and park and rec districts provide essential services. Also quite a few library districts.
They are also used to finance infrastructure improvements in new residential real estate developments, although that is controversial because of developer influence if not corruption over developer districts.
Anyhow, they should rein Disney in so long as they don't throw the baby out with the bathwater.

Disney’s special breaks should have had a sunset clause to end them a long time ago. The sun will be setting soon on FL Disney.
