Give him $9 billion then. After splitting with his family and paying off the various tribal parties, about $10 million will be left for offensive operations against Israel. Which will consist of some poor schmuck committing himself as a suiciide bomber, killing some Israelis and himself. While the Palestinian leaders pad their Swiss accounts.
